Intensive Training "Fiscal Regime in Petroleum Sector"

This intensive Training for Civil Society Organization (CSO) in relation to the “Fiscal Regime in Petroleum Sector, was carry out by Secretary of State for Natural Resources in collaboration with NGO FONGTIL through Core Group Transparency (CGT), it took place on 16-18 September 2010, held in Tibar, ISMAIK Training Center. Bring over (40) participants consist of representatives from  university students, District Lease Officer (DLO) from 13 district including Dili, NGO network, and youth organization.

The objective of this intensive training is to have basic knowledge in how the government of Timor-Leste have adopted legal framework for petroleum activities, revenue management and taxation to which considering as international best practice. by having all these law give a power to the government/State to control, manage  and then also will ensure that those companies that operate in the country are paid the right amount of Tax and share production to the state.

 

This two day intensive trainig provide good opportunity for CS to gain experience, increase their capacity and have better understanding on petroleum fiscal regime, (product share contract in JPDA and TLEA), International Unitisation Agreement(IUA) Cartain Maritime Agreements Timor Sea (CMATS) and Taxation  that applicable in Timor-Leste.

 

Presentations were given by speakers as following:

 

1)      Mr. Alfredo Pires, Secretary of State for Natural Resource (SSNR), Government Policy to guarantee Timor Leste statute as a Compliant Country in the future.

2)      Mr Manuel Lemos, TL-EITI Coordinator, content of the first Timor-Leste EITI report

3)      Mr. Amado Hey, Director Legal Compliance (ANP). Petroleum Legal Regime

4)      Mr. Nuno Alves, ANP Petroleum Fiscal Regime

5)      Mr. Joao Demetrio, Ministry of Finance Petroleum Tax Directorate,

Petroleum Tax Regime and types of tax collected from Petroleum Company.

 

In the last day participants were divided into four groups to discuss as following:

 

1)      which is the main topic are already capture and understand by each participants

2)      What is needed to be improving?

3)      How to ensure that the CSO including Media engage and involvement more actively either in the district, sub-district even in the villages level are to become more strongly.

4)      Develop communication strategy that effect in order to ensure that all population are access to the information.

 

 

This training was funded by Government of Timor-Leste through Secretary of State Natural Resource.
